The TRIAD Program of the Franklin County Sheriff’s Office is a crime-prevention and wellness initiative aimed at protecting the safety and welfare of senior citizens throughout the county. TRIAD originated in the state of Louisiana in the late Nineteen Eighties when members of the law enforcement community and advocates for senior citizens recognized that the growing elderly population was an easy target for criminal activity. Through the efforts of the American Association of Retired Persons, the National Sheriffs’ Association and the International Association of Chiefs of Police, TRIAD became a national model for dedicating public safety resources to senior citizens. Under the direction of then-Sheriff Fred Macdonald, the Franklin County Sheriff’s Office sought technical assistance from the National Sheriffs’ Association and a COPS grant to start the first TRIAD inMassachusetts. The Program was so successful that it was featured on Good Morning America in 1996. When the COPS funding expired the program was faced with the threat of budget checks, however, Sheriff Donelan secured the resources to continue the program. Today, the Franklin County TRIAD is staffed by five uniformed Deputies who perform the original mission of crime prevention and wellness checks for 1,900 FranklinCounty seniors. In addition, TRIAD provides the following services:

  • Smoke and Carbon Monoxide detector installation and monitoring

  • Food program

  • Fuel assistance program

  • Medical equipment program

  • 911 cell phone program

  • Eye scan registry program

  • Investigation of suspected criminal activity in partnership with local and state law enforcement

Through the collaboration of the Sheriff’s Office with the District Attorney, local police departments and community SALT (Senior and Law enforcement Together) Councils, the TRIAD deputies, who are academy-trained with full police powers, dedicate their efforts to the protection of our senior citizen population.
